Vaino Reinart, the Estonian ambassador to the United States, will speak on “Security in the Changing World” at noon Tuesday at the University of Arkansas at Fort Smith’s Smith-Pendergraft Campus Center.
Reinart’s lecture is part of the university’s Distinguished Global Speaker Series.
